Require Conversation attributes (CvDAs) before closing

There should be an option to make a CvDAs [https://help.featurebase.app/en/help/articles/4910121-conversation-data-attributes-cvdas-in-the-inbox] required to not let a teammate close the conversation before the attribute is populated.
